What if few or none of the doctors in my town are willing to perform these "firearm mental health checks" because the government doesn't pay them enough for them? Or what if they are willing to do them but they'll only do the check-ups infrequently and I have to schedule ten months in advance to secure an appointment? What if the "regular training" required by this law is only offered once a year at a single government office, and classes are frequently canceled because of scheduling issues? Any of these could be considered a de facto infringement on the 2nd Amendment which would lead to this law being overturned by the courts.What, exactly, do you imagine this "training" and "mental health check" will look like? Your details suggest that this is all about preventing accidental shootings. Well, right away I'm not sure how "mental health checks" would prevent any accidental shootings at all. The cost of such a class would be quite cheap. So cheap...that I fail to see why it should be a "class" at all. You could cover all the basics of firearm safety in a pamphlet and have a stack of them sitting by the counter of every firearm dealer. Hand one out to everyone who buys a gun and presto, there's your legally required safety training covered.How would you enforce this law? Let's say I want to go down to the gun shop to buy a gun. Do I have to have my "training" and "mental health check" before I'm allowed to buy? If I can buy a gun first and do the training later, what stops me from buying a gun and then just never showing up for the training or the check-up? Without a national registration database (good luck getting that past Congress) there's nothing stopping me. So let's suppose I have to get the training and the check-up first, then buy a gun. First question: How does the dealer know that I've met the requirements? Do I have to carry a card or a certificate from my doctor that certifies my completion of the training and my mental health? If so, what stops some enterprising scam artist from setting up a shady business where he passes out rubber-stamped certificates for a reasonable fee?
